create a website 4 a photo contest

i need a website created to allow photographers both professional and beginners to joina as members for a fee to submit photos in a photo contest -- pay by paypal -- database must hold approx 5,000 to 15,00 photos and home page must accomdate approx 100 photos default pages --click on --all photos-- and all text -- ad sponsor banners are to have the ability to be ---replaced--deleted---add--- by the admin section by me i am not an i t person so it needs to work simplely.. steps attached..
