Create a responsive design from the attached design

I have a psd, the design is attached here. I need it as responsive webpage. It should work well on cross browers and on mobile devices. You need to provide 2 pages. One home page which is attached and 2nd is inner page with right column. Lowest and quality bid will win. I need the work done within 24 hrs after I award you the project. So only bid if you agree on this.
