Conver GPS Positions In tex files

This project there are 3 different types of text files (actually text emails). In each email is a GPS position report for a moving object. The details contain ID number, GPS Latitude and Longitude (in decimal format) and the date and time. Essentially this program (which will be a batch run file or PHP script to run every 10-15 seconds will open any new input GPS text files, read the data, convert the GPS Lat Long into a different format, change the date time to a Delphi TDateTime (Like OLE Date Time) and write the result in an output directory in a text file. the input file is then moves to a 'processed' folder. Any errors and the file is not processed but moves to an 'unprocesed' folder. There will be a setting file that contains the path to 1. Input folder(s) 2. Output folder 3. Incremental number to use for output filename The script needs to handle any errors and run every 10-15 seconds checking for new files and keep this process running continuously. the php will be installed on windows XP apache machien not visable on the internet.
