Creation of Article Publishing CMS / website

We would like to built a content website where people can register, write an article and publish it into a specific category. Most of the mockups are created, so you do not need to focus on design, only the technical implementation of the site. In a nutshell, these are the most important requirements - CMS - SEO friendly - Site needs to be in Dutch, so provide a solution for this (eg. labels with translation document afterwards) In a nutshell, these are most important functionalities - People must be able to register as an Author and publish articles - Ad sharing: Authors must be able to enter their Adsense code so their ads appear under their posts, rotated with Adsense ads of the 2 admins (percentage of rotation must be set by admin) - Each article must be able to be 'liked', people must be able to comment on articles and article must also show number of pageviews - Depending on the above metrics, an Author will receive an 'Author Score'. I wrote a simple algorithm for this. - Admin must be able to manage all posted articles, categories, Authors and comments I have written all the requirements down in a clear document.
