Custom Wordpress theme

Looking to build a custom theme for wordpress. Will need use of java and some graphic design. The aim is to build a church noticeboard for different towns across the UK. So in time there will be a large number of pages (one for each town) each with their own set of notices. It will contain all the normal notices you'd expect on a community noticeboard about local jobs, events, or people looking for rooms or selling a TV set. So the URL string would look like: [login to view URL] The site will allow users to enter their own notice (140 characters) using a contact form, and once they've paid (using standard paypal options) their notice will then appear on their local town's noticeboard. The users also sets the expiration date (max 2 weeks) for the notice. There will be 3 main types of pages: landing page (static content), the posts pages, and a contact form (for users to submit content and make paypal payment) The header will stay static across the whole site but everything else changes depending on which town you've selected. Left sidebar on the posts page has 4x large java buttons (stacked vertically) to select the type of notice you're wanting to look at on the noticeboard (accommodation, events, jobs, goods). If I wasn't using java the URL string would look like this: [login to view URL] town/ jobs [login to view URL] town/ accommodation [login to view URL] town/ events [login to view URL] town/ goods but I want to use the java buttons so people don't have to leave the page. Central space on the posts page will be 4-columns displaying the businesscard-sized notecards with notices on (each being drawn from a wordpress 'post'). They'll have a 20-character heading, and 140-character text, and then a 'contact' button. Right side bar will have space for widgets (adverts, meta, etc). Landing page will be a static page. Will need to allow people to search for their nearest noticeboard depending on their postcode (zip code). Ideally I'd also include a facebook/twitter API to allow users to save their preferences using their facebook/twitter login, as well as post their notice to their facebook wall / twitter page.
