a car selling website to allow car dealers to bid on potential car buyers

Please read first before bidding and do not bid if you cannot do the work: I need a website to sell cars in the USA by brand location etc. The site once again would have all features to sell cars. But Really the main features I want in that site is that It would have a system where a potential car buyer can go and put and application. After that potential buyer put his/her application, the system would go and keep his/her info such as name email, address, any contact info. That system would run some type of credit check on that potential buyer to see his or her credit score or purchasing power. After The site gathers that info then the car dealers can log on the site and look at the potential buyer profiles and decide that they want to bid on on the potential buyers so they can sell them a car. In a few words, I would be allowing the car dealers to bid on potential car buyers according to their profiles or credit scores. If the dealer wants to do business with one of the potential buyers then that dealer will have to pay me or my website.
