Dispatching Webpage (MySQL, PHP)

I need to have a dispatch system developed. I am sub-contracting this so I can work with the developer who wins this project. The main thing I am looking from the Winning bid is you must be able to communicate perfectly with me in English. This is a very simple project of making forms, email scripts and MySQL queries. It for taking an order from a call, the dispatcher fills out the form and then the query submits to a driver for a deliver via email. The driver then checks back in and confirms they received the delivery order and then also when the delivery has been completed. When the customer calls in, the dispatcher would either add them in as a new customer or go right to taking their order (automatically bringing up the customers last order). This is for a beer & liquor delivery service. This can be done as a custom PHP Project, or in Wordpress or Joomla. It has to be done in a way that I can go in and make changes, so it has to be based on PHP somehow. Project Budget is as stated, any bids higher than maximum budget will be ignored. So we would need databases containing: 1) Customer Data (Customers) 2) Customers order history. 2) Driver Data (Drivers) 3) Dispatcher's (Users)
