Custom Magento Development

We are in need of a custom magento extension and a few modifications to our magento website. Our company is going into the business of buying used electronics from end consumers. We need a developer to create a custom pricing extension for our magento website, as well as modify a few other different aspects of the site. In essence, when a customer goes to our website they will be able to search the database for the product they want to sell. After customer finds their item, they will have to answer a few questions about condition and functionality of their item. Based on the customer's answers about their item, a price will be calculated. If they accept the price they can proceed to checkout where they can fill out the necessary information and will be given instructions on how to ship their item to us. The price calculation needs to be based on average selling price of that product on eBay. What we had in mind was to use the eBay API to achieve this but we are open to suggestions. In addition, the pricing extension has to have a configurable backend. When a product is added to the catalog, the admin must be able to list the specific ebay categories and keywords for the particular item. For example, if I am adding iPhone 3GS to the catalog, I want to specify that the price should be based on average selling price of items in "Cell Phones & Smartphones" category and using the keywords "iPhone 3GS". In addition to the pricing extension, we will also need an extension that adds functionality such as sending a prepaid shipping label to a customer that completes an order. When a customer completes the process of selling their device, after checkout they will automatically receive a prepaid shipping label in their email.
