add functionality - perl - urgent

First this project is urgent (to finish in one day)for some one that know perl very well. please if you don't know it don't post, I don't have time to spend, Thank you. I goint to choose a coder what can do it more faster and can show me perl knowledges. I have a site with a service of replication of pages. I have an admin control panel, what I need is: 1. A "Member Signup" link at the admin cp. 2. The link should lead to a page that has "Sponsor" in one column and "Program's Plans" in the other. 3. The "Sponsor" column shall have 5 admin and "Other" in a drop down menu. 4. The "Other" should be a textbox where any member's ID shall be entered as the "Sponsor". 5. The "Program Plan" column shall consist of the 6 program plans. 6. Any combination of the columns selection should lead to the signup form. 7. When the "Signup Form" is submitted, the website should replicate. 8. 3 emails are sent with each successful replication. The email letters are to be customized as instructed in the attachment. 9. "Manual Upgrade" is of similar format but there shall be no website replication as in the "Signup". The email address of the new user is simply added to the plan they wish to upgrade to. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Perl, unix.
