Auto Approval of designs for my site.

Hi, I have a site, where users submit designs. I get many designs everyday, i approve each template manually, which is very frustrating, I want to include a system, where the system checks the design first (checking will unzip the file) <= programming for this is already done, and approve 5 designs each day, if there are no designs to be approve then stop and try again another day, however i want to make this process fully automated. I want this done in php/mysql as the site is made on this, want a good programmer who can do this job right! Thanks
