I am an experienced WordPress and plugin developer and am more than capable of completing this project for you. I would propose having an admin back-end where the user can define the content of the boxes and the content of their related div to be displayed at the top of the page. As the user creates new boxes, they are assigned a custom shortcode, which can then be placed on the page. This data would be stored in a new database table and on the front-end, when a visitor clicks a box an AJAX request is made to retrieve the data from the database to populate then display the upper div.
