Custom CMS with three level (admin, reseller and user) -- 2

Need some one create me a simple CMS with below information. It split to three level 1 Admin. 2. Reseller. 3. User. Admin: Create Package. Premium, Free, Trial, Lite Set Date for package for example Package 1 is for one month. (package base on expiry date) Change/edit Package. Change User Package manually and bulk View/Edit User Account. (account user and password) View/edit user link account password. (iproperty, propertyguru, mudah, propwall, ipp) Send EMAIL to User (individual and mass) User activity (last login date time) (this under my db fields) User registration track record. (show user first register date, package change and all record) User Package expiry warning. (show warning to admin when user one month before expiry yet) Put remark beside user. (for admin use only, not visible for USER/Reseller). Show Link-log (this table is under mysql now) message to admin. (so I know user sending report) and able to give feedback via EMAIL or …. Create RESELLER account. Track Reseller activity. (filter by day,week, month) (signup, edit info) Set reseller create account limit. (for example admin set individual reseller only can create how many new account) Reseller: Create new END user account. (not reseller account) Assign User Package (base on admin configuration) and only user signup with created by reseller. Edit/suspend user. (suspend only, alert admin on suspension) Check/edit User detail. Set remark on user User: Register new account (my current datebase table) Login (create new account, account package auto set to TRIAL) Change password. Add User other site info. (username only allow to add once and can’t be change, but password is ok) User Profiles. (detail, particular, package,expiry, change password) Received message from Admin. Front End: Simple login form (like wordpress, username and password) Register + forget password. Forget Password: send email to user account. Account Detail (register new account needed info): User Real Name: First and Last Name User Name: Password: Mobile Number (telco number is drop down, for example 010,011,012,013….): Office Number: Agency Name: Agency Number: Office Address: User Photo (optional): Email: Location: State (drop down), Area (fill in) *** verify user email add and contact number (mobile), no duplication *** when new user create new account, it automatically create a wordpress account on my other wordpress site with same detail, so user won’t have to create and fill in [login to view URL] account anymore. My timezone is GMT +8 prefer some one can work in this work (too tired to stay awake everynight)
