Custom PHP/MySQL script needs edits and troubleshooting

Before describing what needs to be done on the site let me first include a short summary of how the site currently works. This is a lead/agent management site. There are two main sections of the site. An Admin portion and an Agent section. Admin logs in an manually enters a "lead information" to the next agent in queue. A notification via email is sent to the Agent telling them that a lead has been assigned and they have 30 minutes to accept it. Agent can accept the lead by clicking on the link provided in the email or by logging in to their account and accepting there. If they decline or after 30 minutes this lead is emailed to the next agent in rotation. 2nd requirement. In order to keep the lead the Agent needs to set a "next contact date in the field" (screenshot attached) within 8 hours of accepting the lead. Again if this is not done then the lead is deleted from Agent and emailed to the next Agent in rotation. A reminder is sent via email to the Agent on the date that he/she has set in the "next contact date field" This project will make sure that the following tasks work. 1. The 30 minute period for Agent to accept a lead seems inconsistent. It appears that when Admin sends a lead at 1;52PM then the lead is moved/expires at 2:00PM instead of 2:22PM. 2. Reminder is sent to Agent on the date that they set the "Next Contact Date" 3. Currently the time is being captured in military format. 16:00 instead of 4:00PM. We'd like the former version. 4. The Next Contact Date calendar shows today's date and not year 1900 (screenshot) This site is live and being used so any work would need to be done on a copy of the site. There is quite a bit more work to be done on this site but it will make more sense to request more tasks once these are done and programmer is comfortable in this code. Thank you.
