Database Application on a Network

We currently have a VBA application that can retrieve an item and allow you to add multiple ratings, comments, images etc about that item which will then save it back into its respective data row in the excel file. There is also an option to generate reports. We are looking for a more ideal way to create this database which will be accessed over a network. For example, this database will need to have multiple users that can access this and be able to make changes, add and delete entries and have various permissions granted by the administrator, but we are steering away from VBA. A web browser PHP theme could work, but I do not really know how to go about this and any suggestions are welcome. I have attached a pdf containing the screen shot of the application.
