dll to interface with FedEx

What I need is a dll created in Visual Basic with methods, properties, and events to interface with FedEx. Some of the methods needed are rate, track, ship, printlabel. For the rates, the parameters should be weight, original postal code, country, destination postal code, country, height, width, and length of the package. It should be set to your packaging. For the tracking numbers, the only parameter should be the tracking number a person wants to retrieve. I'm not sure what is needed for the shipment or labels part. This dll once used must pass certification. After I accept the bid and the rough draft is completed, I need the code to get the keys to the test servers. This will be used to get rates, track packages and to ship with FedEx. Must be coded in Visual Basic. Also, I need a simple sample program that shows how to use it. Both the dll and sample program must be completed in Visual Basic.
