Dear project manager, This sounds to me as a really interesting project, and I hope you'll seriously take into consideration my bid. I'll explain you why... I was a PhD student in geomatics applied to Humanitarian aid and Emergency management. I'm a GIS professional and to some extent even GIS developer. I learnt python and in recent years I was working mostly with open source GIS, such as QGIS and GRASS. I was also a QGIS plugin developer. I have also used postgres and postGIS. My last job was as a python developer, working on a desktop scientific software based on Qt libraries. But recently I started to learn the basics of web development, in order to develop web-GIS applications. I started form DJANGO, a python web framework, which has also the GEO-DJANGO extension. And I'm learning right now javascript and approaching some very interesting libraries like leaflet, openlayers, with the idea of using OSM. This is the first freelancer project which is really attracting me, I give priority in this case to the opportunity of learning how to do GIS web development having a precise goal to reach. Money is less important. So, in case you aren't in a hurry, and you are disposed to be patient with my learning timing, I will be happy to do my best to realize what you have in mind.
