CMS for Buy/Sell Website

Description I need someone how can complete a Buy and Sell website, based on CSS pages that I would provide. I am looking for someone who can design a Buy and Sell website from the ground up. The site is for Latin America, so it needs to be done in Spanish. I can translate for you, but knowledge of the language is a plus. These are some basic requirements: - The buy and sell will include anything from Cars to Electronics and Real Estate, so there is some categorization. - Each Customer/Seller will need to setup an account, so this functionality needs to be added to the site. There will be no charges, so no credit card information needs to be handled. - Any programming language works for me, but Drupal and Joomla are preferred. I'd like to see some of your work of course. Previous reference websites including a database are a MUST. I'd like to work on this in 2 sections: 2. Site programming. 3. Implementation and testing. This will be a 3-month period. I am willing to issue monthly payments during this process, in exchange for expedited responses and immediate fixes for any issues we encounter. Please bid for the sum of all 2 steps but SPECIFY THE COST OF EACH PART ON THE PM. ANY BID THAT DOES NOT PROVIDE THIS INFO WILL NOT BE CONSIDERED. Just for the record, please be aware that there is no <Buy> functionality required on the site. In other words, there's no need for "Add to Cart" or "Purchase" options. The site will simply allow customers to share what they are selling, and provide their contact information to the buyers. We are not to handle credit card information. Also, we'll be needing facebook/twitter integration, so when people post something, they should have the chance to share it in their social networks. You'll need to set this up on Facebook side as well. Please take that into account for your bids. Some accounts on the website, including mine, of course, should have backdoor access to edit, remove... posts that do not match the site requirements. I'd also like to see the "Report" functionality so that people can report abusive posts. Once again, ALL THE PAGES HAVE ALREADY BEEN PROGRAMMED, I WILL PROVIDE THEM TO YOU, WE JUST NEED THE CMS.
