My institution owns a specialized (and very expensive) OCR programm which utilizes a sophisticated technique for genuinity validation.
After a virus on our system, we are unable to use the program anymore and the company's representatives seem to have vanished frrom the face of the earth.
So we have thought about resorting to decompilation, which in our case is not stealing, since we have proof of buying the program. (Our research shows that there is no other similar program to recognize all characters of our language. So, our next option would be to write a new one!)

Dear coders, I understand that this project has required some preliminary work from you, but before you work on it for too much longer, please consider that I can not hire nor pay all of you. (Although I wish I could.) So, according to the rules, all the "research" you need to do before I have chosen a final bidder, is just for letting you estimate your cost, and NOT for producing results. The quicker you bid, the better for you and for me. After all, costs are very hard on all of us those days... Thank you all and best wishes for flawless projects ;-)

Dear bidders, As I have given a wrong link to some of you and this has created a time-consumming hassle, I have extended the bidding deadline, for you to catch up. Those who haven't given me a bid yet, this is an appropriate time to do it. Go!
