Custom plugin based on AVH Extended Categories Widget

My site is avelim.co.il. The site is on Hebrew wordpress 3.3.1, using the theme Weaver 2.2.6 with many customization done by programmers. I need a custom plugin created, based on AVH Extended Categories Widgets. This plugin should create a widget that displays a list comment counts by category . The plugin should create a widget that has all the settings of the AVH Extended Categories Widget, but deals with the comments to the posts in the categories. It should be emphasized that the widget should allow sorting categories by comment count, and displaying the comments name and the comment number. The project should be completed within 24 hours of being awarded the project. The work will be done on a test site, and when successful done on a live site.
