If all you are looking for is an interface between Python and Excel, there may be a much simpler way to do it. We can try a small POC (proof of concept) to see if it works. Once the bridge is setup, you can call Python freely from Excel (and vice-versa). Alternately, given your maximum budget (250 GBP), you can easily get licensed software (install your add in) that will get your job done much more easily! :)
