I've worked in Oracle and SQL as a software engineer. I've also taken up interviews in the same technologies be it telephonic, face to face or on skype. The projects for which I took these interviews were business critical and hence it was very important to find the right candidates for the job. As per the information given for this project, I understand that you want to have a uniform questionnaire which can be used multiple times across different levels by persons without or having little technical knowledge. My idea for developing the set of questions would be to have 30% easy questions, 40% moderate questions and 30% tough questions.
