Blog advertising campaign

I have a blog about IT industry and business. The main language of blog is russian. I am looking for a person or a company, who native russian speaker and who can do a campaing to increase number of visitors and number of RSS subscribers. I am open for different ideas. However this shouldn't be a spam campaing, since I am interested in bringing people, who will read it. Please include some plan of what you are going to do in the bid.
