Create DLL function to control dial up modem usting Hays AT commands

Would like a COM Type DLL. Need a DLL to be able to control a dialup modem (old type-Should use Hays AT commands to control the modem) card in a PC running on a MS server. I would like to pass the function a phone number and an mp3 name that will be played to the end user after the phone is answered by the end user. I would like the function to return a FALSE for the function if not answered or the phone is hungup. After the user listens to the music they will press a key on the keypad.. If the end user presses the #5 key on the phone at any time during the call the function will play the mp3 over from the beginning. (The music should be heard in the phone by the end user). If #1 is pressed on the phone keypad then hang up and return a TRUE to the function. Need the source code for all functions.
