create project design for educational computer game

I would like to hire someone with experience in creating MMORPGs and with predictive analytics to create a project design and cost proposal for an educational MMORPG. Must be living and legal to work in the United States, and able to sign a NDA (not negotiable). Strong writing skills preferred (in English, of course), a strong background in comp sci, and the ability to work collaboratively (with me) are particularly needed. I am looking for probably 4-8 hours of work over the next two weeks.
