Consultancy needed and maybe a little help with agreed set-up

Hello - probably about 1 hour consultancy from someone who knows what they are talking about followed by 1 or 2 hours set-up... No developing needed... just piecing together existing software solutions to achieve the desired result described below... I need a simple set-up advice for a server, some virtual desktops based on that server and potential capacity on that server for what I need the desktops to do. To achieve the following: 1. I will be feeding a single webcam signal to the server from a home PC. 2. Each virtual desktop based on the server will recognise the webcam signal as its own webcam input. 3. A group of individual people will log into one of the virtual desktops each from their own individual PC at home. 4. Each individual person will log into a chatroom or messenger system on their virtual desktop (on the server) using the one webcam feed as their own. Digging around myself there are lots of different solution options but I want the opinion of somebody else.... I need advice on which type of server to go for and general things... Based on your hourly rate can we discuss thought you have?
