Build a small program for ps3

I want to control my 10 ps3 computer from my windows xp. All my ps3 and my computer are in a same lan. i want someone to create a program to remote controll a ps3 [login to view URL] turn on/off a machines(or put a video to be played on a console and cannot by stoped by a pads,oly from a program in a computer)When i click "Turn on" a ps3 machine can be used to play games. I want a billing system like a "caffe internet", with a billing part too. see "tinasoft easycafe for more info" Thats all.
