Design a User interface & program functionality using visual basic

Design a User iNterface & program functionality using visual basic I need someone to be able to start working on a project using visual studio, includes : 1) note: can continue working on an interface we already have (less than half completed) or Design a new user interface that allows user to edit a configuration file. 2) program some functionality (a list will be given before rewarding the project to have a look at) Also provide the configuration file. 3) and do testing The software should be able to read a specific configuration file which has all background image colour settings to be displayed in user interface and all settings where the specific position of each image in the configuration file should go into the user interface when loaded. it is an editing interface, for user to be able to edit, modify the configuration file. edit background colour, change image position inside the user interface, drag and drop image inside user interface, redo and undo changes, as well as save to existing configuration file or as a new file. i need at least design a new user interface (or continue on existing uncomplete interface) and program at least 3 of the functionalities i provide you to be completed in about 1 week
