The cross-browser app you require can be relatively quickly developed yet locking as you describe is not. Applications on mobile devices must follow pausing rules from vendors/standards (e.g. changing/switching applications puts an app to "sleep" mode and it must resume at the same point it was left). And this cannot be overruled. If you have an application example on Android or iPad that does not allow user to switch to other application please provide it. An app would be built using Kivy, Python programming language based framework that allows development for desktop computers and mobile devices.
