I am a native Japanese speaker and a JTF certified professional English-Japanese translator. I have also passed all the exams to be certified by JTA recently. My previous translations include academic papers, books, policy documents, business documents, websites, games, iOS/Android apps, news articles etc.

I've checked the sample files and I believe the other translator was not a native translator. I even suspect machine translation was used in some ways, and the translator only did some editing. As the translator does not understand sentence structure, many sentences make no sense at all. Different tones are mixed (native speaker would not do that).
Even a relatively simple "about us" page is in such a state, I think other more technical/legal pages would be a complete mess. This is not a simple job as you might think. It needs a complete overhaul.
If you really want the translation to be corrected to a high standard, it would cost you more than you expect. So please reconsider your budget. If I were to take the job, I'd need $400 ($0.02 per word) as it would take up to 15 hours.
I have Skype, and quite responsive during day/night. All messages via Freelancer are transferred to my mobile.
