application for displaying and alerting tempature

i have a DLL (see attached source code) that interfaces with a USB device that is able to provide humidity and tempature reading. I need a program that will be able to read the two values and display them on the screen. In addition, the program should be able to send emails when the values go above or bellow preset values. The application needs to have an installation program and work with the following OSs: windows XP 32bit windows XP 64bit windows 7 32bit windows 7 64bit The application should be complete and bug free within seven (7) days of being awarded this project.
