Clean up our Email customer list by sending a new opt-in using your server

We have a database of approximately 20,000 customers who has previously opted-in and have done business with our company but somewhat old because no e-mail communication has been sent recently. There are some e-mails with obvious typos such as aolcom instead of aol.com. We would assume 30% of these addresses have become outdated. I need someone to clean up the obvious typos and e-mail to this list for me and in the process remove the bounce backs/bad addresses and also capture any opt-out e-mail addresses. The project can be handled over time. I will provide a text only e-mail for this purpose and each email should incorporate customers' "FirstName" "LastName" from the database I will provide. In your bid, please specify the quantity sent, time of delivery, how bouncebacks and opt-out will be processed and sent back to us. Please provide as much detail as possible and you will be asked to sign a non-disclosure document to protect the privacy of our customers. We can send the customer files in an excel or text file with ID#, FName, LName, email.
