Amazon EC2 setup for web scraping tool

I've built a webscraping tool that runs as an executable on any machine provided it has a windows operating system and access to the internet. I tried setting up a single windows server 2008 EC2 instance myself but couldn't access [login to view URL] using IE within the server. This should be a very easy task for somebody with AWS and web-hosting experience. In this small project I am looking for somebody to teach me how to setup the instance and tweak the server security setting so that it can access the internet. A page or two of instructions should be the deliverable. Further continuation of this work is s strong possibility as I intend to link multiple instances on EC2 that communicate data to a master node via FTP
