Custom Constant Contact Newsletter Template

Hello, I'm looking to hire a web programmer with photoshop experience to create a professional looking constant contact newsletter. I already have the exact layout I want that I put together in a powerpoint slide from competitors newsletters. Just need someone to put it all together and install the html into a constant contact template. I already have a website and I also have professionally done photoshop images for you to use in the template so you should be able to quickly get an idea of what the template will look like. Am willing to pay a premium for quality work. Please have examples of your work ready to show. Looking for a creative individual to make a unique looking newsletter template.
