Design of a personal website

I am looking to make a personal website showcasing my portfolio and skill. As I am a software / web developer in learning, I want to write all of the code myself (no HTML/CSS required or desired on your part). However, I suck at anything graphical and I am desperately un-creative. I am looking for someone to do the graphic side of things: provide me with a mockup as well as all of the graphical elements and an explanation of the interactive functionality the mockup envisages, if any. The website is not big and my budget is very limited; that said, if I am overwhelmingly satisfied with some sort of initial draft, the budget can be increased. I will provide the successful bidder with an outline of all the major sections of the website and the sort of content that will go in. The design should allow for future expansion though. I'll do my best to convey what I would like the website to look like but I don't have anything concrete in mind so a lot of creativity will have to be involved on your part.
