Build a Transcript Rating Website - Let Users Rate Imported Transcripts

I need a basic website put together in ASP.NET MVC. I'm a researcher that completed interviews. To each interview question individuals responded verbally. We transcribed those reponses. We now what third-party raters to rate the transcribed responses. So here's what the website needs to do: - allow us to import the interview questions and response transcriptions and assign them to raters (who will have to login to rate them). - The interview question will be displayed above every response presented to a rater (so the rater will know what the interviewee was responding to) - Below the response, the rater will be presented a handful of scale items (1-5 or 1-7 scales - think radio buttons) such as "This response completely answers this question." The website needs to capture the raters rating for each scale item. - When the rater clicks Save or Next after rating each scale item as it pertains to the transcribed response, the website shoudl save the ratings and present the next transcribed response. - We need to be able to track what responses each user has rated and determine when they have completed the ratings for every transcribed response in a set. - Currently we just have two raters - they both have to rate every response (so we can average their scores). - We need to be able to export the completed response ratings to a spreadsheet. - Attached is a draft entity relationship diagram.
