Convert a Template to a Website

Part 1: I have a php/mysql site that I brought over from another host and I cannot get it working. Need help looking at the setup and fixing. Afterward will need to do maintenance and additions, fixes on an ongoing basis. It is a CRM site managing workorders, time sheets, and a couple other processes. I'm sure the initial getting this up and running should be pretty straight forward but the future maintenance would need to be hourly and small addons, etc would be fixed price once the requirements are determined. Will also need some SEO, facebook, twitter, etc social media updates on occasion. Part 2: Need to setup a front end file uploader for authenticated users to upload any type of file to my ftp site. This can be easily done in WP. Current site is not in WP but we can have a link from current site to this WP function. So I would expect that we would set up a login page in WP which would allow the authenticated user access to the upload page created by the WP plugin. So in the end there will be a link added to the existing site and WP plugin installed and a one page created in the site to allow for the upload of the files. Must be completely secure plugin.
