Auto editing and green screen application - preffered Delphi

I need application that will do this - 1. Capture video from external camera. This video will be green screen video. This video will be always with the same time. Let's say 20 seconds for example. 2. The video will be splitted into few "scenes". Let's say 5 scense. So in our example we will have 5 scences - 4 second each. 3. Every scene will be placed on different background, on a different location. 4. All the scences will be joined into 1 video. So the final video will be also 20 secons long, with 5 diffferent backgrounds, with the green screen main video is in 5 different locations on the backgrounds. All this should be done automatically. I prefer this job will be done in Delphi. This will be big advantage to have this job. If not - the application should contact with different application, that will send the needed parameters.
