Book formatting issue: bottom pages of text end at different spots, need consistent

I need 1 book formatting problem solved (all the other document formatting is exactly the way I want it) so I can apply it to my entire 287 pg 2010 Word doc.
The issue: On many pages, the text does not reach the bottom margin at the same spot, causing a line of extra white space. (Take a look at the attached screen shot). I need the text of the chapters to consistently end at the bottom of the pages for a clean and professional look. (Just look at a published novel, you'll see what I mean.) There has to be a way to do this, but I've tried everything. Paragraph settings, line & spacing settings, orphan control, etc. Who can fix this?
