create and develope a "Smart Parking Android App"

We want something like “SmartParking” android application without need to install any sensor or camera to detect vacant spot. The areas of parking should be mapped out in the app, create lat/longitude and with GPS to locate when spot is vacant or full. Users will register to access the app functions. This is for private use and not commercial please. It has to be real-time parking Information API We want a most accurate parking app! • View informative maps of parking lots and garages in our office areas. * Integrate GPS reader or Google earth to pick vacant lot • Check daily for free parking spaces in the lot or campus and check whether the lot is full or available space for parking is available. • Set parking timer to help you show busy period when cars are always full in the lot. • See real-time info on exactly how many spots are open in a particular garage or lot. (Select markets only) • When you decide on a lot or garage, get directions to the nearest driveway or the vacant lot * Get parking info before you leave the house, or pull over and use the app when you're close to your destination.
