Skype Bulk import of contacts

Need a simple solution that bulk imports at least 3.000 contacts into Skype, so I can call these contacts using Skype Out. The solution *cannot* be CSV import since such contacts do not appear into Skype\s list of contacts. (There may be other related work down the road. Solution could either be made for Android latest version (ideally) or something that runs off Linux mint version 19 or Windows 8.2 (.net) . IMPORTANT Please write why you are the right programmer for this job as well as what you have done before that is related to this.
