Email Want-to-Buy lists

I have a database of approximately 4000 suppliers. The suppliers are categorised into the product groups they can supply. I want a simple interface that allows you to build a "Want-to-buy list" of products and then emails your predetermined list of suppliers with a request to buy these lines of product. I want the email to be sent as a form and the supplier to complete the form - once submitted the data will then be sent to the SQL server where the original sender can then review the prices sent back. I want the data, once sent back, to be presented in a certain way and maybe an icon tray item, whereby a message pops up each time a "want-to-buy" request has been recieved back. Also a form needs to be created for new suppliers (again, sent as an email and once submitted, the data is uploaded to the SQL db) Not really fussed as to which language to use.
