I have made Visual Basic scripts to automate the task you are talking about on complicated blocks and assemblies of the blocks. In your case I would make your blocks as per your chosen standard. This is a basic implementation of attribute laden blocks. I have most of what is required completed already so we can leverage work that has been done already. The output from AutoCAD will be stored in simple text files due to the limitations of AutoCAD Lt. The lions share of the Excel automation will be performed with Visual Basic. I have completed several projects like this succesfully and I can assure you will be more than satisfied with the results. I couldn't bid less than $1500 but I assure you it won't cost anywhere near that.
