Exchange email server work needed

Hello I have a business and desire a Microsoft Exchange specialist that can program our server to use 4 fresh ip addresses to use and send out mail using our exchange server. I want all proper configuration and install SMTP's if necessary. I also want to be able to develop easy HTML mailings and newsletters and be able to throttle the delivery. I am looking to you to properly set up and deliver a completed product. I will also expect to have it shown and demonstrated how to use it. Needs: To be able to deliver aprox 500-1000 emails per hour per IP address easy wysiwig editing bulk load lists and keep them seperate I will expect for you to be the expert and guide a corporate environment to successfully send out email/newsletters to our existing clients. Desire someone who will also be available for future help with this matter.
