Zip, Email and Send Files

Dear Hiring Manager, I have worked on much similar task for windows services in which service looked into the folder and find the zip files. zip files were extracted to another folder and data was written into the database. Those services were also written in C#. I have expertise on the .NET stack which include the reporting services as well in many tools like .NET reports, crystal reports, kendo reports, telerik reports. Can you please clarify this line "then send out an email with a customise message and url to the new file." ? Will the file be posted to an url or just need to email ?
