I've completed more than 80 data scraping/mining projects on Upwork (oDesk) and Elance, I use VBA/VBScript, HTTP GET/POST requests, then parse HTML, XML, JSON responses or use IE DOM for scraping. I think if average speed of scraping script - 1 page per second, then 400K pages could be completed at least in 5 days (some websites can response up to 10 times faster)
