Create a web site to make lotteries

I don't have enough room here to describe completely the project, so here is a short description, more complete specifications available on request. The website must be responsive, the design will be provided in multi layer psd. Website able to run more than one "raffle" simultaneously, with different gift and different numbers of tickets and therefore also different price for each lottery ticket A maximum of automation: - A raffle continues until all tickets are sold, as soon as all tickets are sold for a raffle, a random drawing occurs, and select the winning number, a notification email is sent to admin with the winner's informations, and the winner is notified by email (and probably a post is done on his FaceBook wall). - A kind of inventory management, for example there are 10 iphone in stock, and there are for example 2 different raffles with the iphone as a gift, one raffle with 100 tickets at 10$, one with 1000 tickets at 1$ Once a lottery is started with the iphone as gift, the system remove 1 iphone from the stock. As soon as a lottery is finished, the system check the stock and the lottery starts again with same parameters if there are still iphone in stock. This inventory must work for several different gifts at a time An invitation system, with a specific link for each user Each user can see all the members of his "group" (all the people he invited), and each members of a group can see all group members. A "group chat" system where every member of a group can see the messages of every other group members and a chat 1-to-1 (each user has a list of all it's contacts with online or offline status, so he can chat with any of his online contact) A user cannot create an account if he didn't come from an invitation link, otherwise an error message is displayed. A complete profile must be filled in by each user at registration: - first and last name, address, country, birth date (user must be 18 or more), phone, email, facebook login and facebook password (every field is mandatory) - a profile picture. - a check box to allow system to post on user's FB wall (checked by default). In the game interface, user can see all running lotteries and select the one he wants to play. For each lottery, all numbers are in the grid, user can only choose those not yet sold, numbers already bought are replaced by a thumbnail of the profile picture of the user (visible to all players), if no photo available, the number is greyed out. User can add tickets (numbers for a lottery) to a cart User must be able to add ticket from different lotteries to his cart before checkout. When purchasing tickets a message is sent by email to the user with a summary of his order The user who wins is warned by email message Multiple payment system (hipay, Netteller, entropay, ukash etc ...) each payment system can be enabled or disabled by the admin . A user interface where user can modify his profile, see his purchases history, see the results for each lotteries, chat with other users, see all running lotteries, buy new tickets, etc... The possibility to let users create a "private" drawing just for him and his friends, he can choose one product from the stock and create a lottery just for his "group members" An admin interface so that administrator can create lotteries, batch upload images and descriptions of each gift, send emails to users, activate or deactivate the facebook interaction, make translations, activate or deactivate each payment system, activate or deactivate the possibility for user to create private lottery (and fix the conditions) etc ... The website must be multi lingual ready (first language will be french), the client will make the translations himself on a later stage. The deployment of the website will be done by the client, a detailled deployment procedure must be provided Security of the website must be good, stability, and security is a big concern.
