Build a php Website on our server

Hi, we want you to build a php website, based on an EXCEL sheet. we will provide the excel sheet, which has approximately 26 columns, (including auto calculated formulas based on dates) The main function is for this database to be accessed in a user friendly format (both in form view per record, or in table view showing all records) There will also have to be restriction levels for Admin, Viewer, and Enroller). This will allow certain users to make changes, and view certain columsn. each user level will be able to access and view certain data. All this will be based on the 26 colums of the excel sheet. We will inform you which user lever can view or edit which column. In addition each record should have a status (active, inactive, other) I would also like a DASHBOARD feature if that is possible. which highlight certain records based on some values of the excel sheet. Records should be able to be EDITED (only by Admin) in TABLE or FORM view. this editing should be EASY, not that a SAVE button must be clicked every time. While you will have flexibility in certain aspects of the design, the UI must be exactly the way we want it. we will provide images for that. you can create the website locally and then send us the zipped file for us to upload onto the server. You can even create a query which we can run on the server to create the database. Some of the fields will be dropdown values or Y/N booleans, and there will be calulations based on date. this is main part of the requirements, but if i have forgotten any aspect of the site, you must be able and willing to adapt it. You must deliver a fully functional site.
