Build a simple website

I want to make a really simple image hosting website. It is similar to a project I previously asked about but is just the MVP I need to get started. The wesbite is to consist of three pages: 1. Navigation Page The user will be looking to navigate to the page they want by location. It should drill down like this: Country>Area>River>Estate>Beat (These will all be fields in the database from which the images are to be pulled). The navigation menus need not feature any locations for which there isn't an entry in the database. So if there is only one entry, the drop down menu will feature only one Country/Are/River/Estate/Beat. 2. Images and Text Page (One per database entry) Each database entry will have it's own page which hosts some text and some images. The text and images will ideally be uploaded from a spreadsheet or something which I can fill in, in order to add new entries and upload pictures easily. 3. Contact page Displays my contact details and also a contact form for auto email. Notes: It's important that the site is updatable/expandable by means of a spreadsheet database or similar setup which can be used by someone who has no knowledge of programming. All the text and images and logos should be able to be uploaded via the database, so there is a field for each part of the website. It must also be produced in a fashion which makes it expandable into phase two, which will allow some users to login and populate new database entries themselves using an online form which adds entires into the database, and then phase three which will allow those users to do simple graphics over the images they upload on their entry. I made some slides which give an idea of layout and functionality, the PDF is attached. Please do not price for phase 2 & 3 at this point.
