Transfer Magento 1.9.1 to Magento 2- New theme, additional Funtions

We are looking for a developer to take our existing Magento 1.9.1 website and move to Magento 2 and make it more powerful. Freelancer must be proactive with their own thoughts and suggestions, and be in tune with best practise in Magento and Website SEO optimisation. Your submission is to include your pricing of the transfer of the website and below integrations, if it includes development of a theme , or just advice on a third party theme. Your submission is to also include your thoughts on the Investigate/ implement section task.
