Code Responsive, Custom Styled "Select" Form Element

I need a custom programmed form element that I'm having trouble figuring out on my own for a project. Need quick turnaround. This is probably a 10 minute project for someone who knows what they're doing. Quick mockup attached. This should act as a drop down/select form element. What is in the center is what is selected/active. The arrows on right and left should scroll through all options one at a time (it should smoothly scroll over, not just pop into view). And also the options on either side should fade away. Should be programmed responsively to be 100% of it's parent in width. Let me know any other questions. Clean code necessary. As lightweight as possible. Going to go with whoever answers the screening question the best / can deliver it the quickest. Not necessarily the cheapest. Just need this done fast and done well.
